Let's see ... it's a trap!
You start with a number, x
Multiply by 3, that gives you 3x
Add 3, then multiply by 3 again, so you have:
3(3x + 3) = 9x + 9 = 9(x + 1)
Now, you started with x being greater than or equal to 1 and less than or equal to 9. So that means that the number you end up with, 9(x +1), will be a number that is a multiple of 9 between 18 and 90. These are all two-digit numbers. The digit in the 10's place will be x-1 and the digit in the 1's place will be 10 - x. And if you add those digits you have: x - 1 + 10 - x = 9 = Charlie Delta ;) ... who is actually a 10 :)
